wipwatcher - work queue watcher

Provide a realtime report of the items in the work queues. The report shows the totals and the rate at which contents are changing. If the totals are decreasing, it will provide an estimate of time to completely empty the work queue.

If the enqueuer or the dequeuer agents are running, the work queue summaries are taken from their scoreboard files, otherwise the summary details come from the work queue database directly. The process will end when both agents have ended and the work queues are empty.
